Detailed Notes
On 22 May 2024, IMDA designated the Digital Trust Centre (DTC) as Singapore's AI Safety Institute (AISI). DTC itself was set up in June 2022, established at Nanyang Technological University (NTU) under an IMDA appointment and led by Professor Lam Kwok Yen, with initial funding of S$50 million, originally focused on AI testing and privacy-enhancing technologies. Under the AISI designation DTC carries the technical research and evaluation work, while IMDA is the overall government agency responsible for baseline policy and international engagement. The four initial research areas announced are Testing & Evaluation; Safe Model Design, Development and Deployment; Content Assurance; and Governance & Policy. AISI also serves as the coordination centre for the Singapore Consensus on Global AI Safety Research Priorities and hosts the International Scientific Exchange on AI Safety. In the official account, the Singapore Consensus came out of SCAI: ISE 2025, gathering 100+ participants from 11 countries into a living document; ISE 2026 continues to update the research priorities. It is not an intergovernmental agreement "signed by 11 countries." AISI is the most critical institution in Singapore's strategy of "leveraging 0.07% of the world's population into G7-level AI governance influence."
